Onde está a 'nossa' Defesa Nacional?
Regredimos uns bons séculos até ao tempo em que movimentos independentistas de Espanha elegem parte do território português para esgrimir os seus argumentos separatistas. A história de Portugal é, de facto inspiradora.Os nossos vizinhos canários bem que poderiam partilhar as suas convicções, à boleia do referendo na Escócia ou querendo, eventualmente, tirar protagonismo à Catalunha ou ao País Basco.
Se pediram autorização às autoridades portuguesas para desembarcar no extremo sul do território português, é um sinal de reconhecimento à soberania vigente. Podiam até pregar um sermão às cagarras das ilhas Selvagens e depois ir embora. Não seria nada de novo por estes lados e o impacte ambiental seria certamente menor do que aqueles monólogos de 3 horas com que o presidente do Governo Regional da Madeira adormece as plateias nos saraus autonómicos.
A coisa muda de figura a partir do momento em que as motivações ambientais e a tal contestação à exploração de minério e de petróleo nos mares limítrofes se resume, afinal, à disputa de motivações expansionistas com... Espanha. Assim mesmo, passando ao lado da Histórica.
A Alternativa Nacionalista Canária aproveitou-se da importância histórica e patrimonial das ilhas Selvagens para encher o peito perante Castela. Essa é a análise politicamente correcta. Na verdade, elegeu as nossas ilhas porque é fácil, é barato e dá milhões.
Do lado de cá da fronteira, exigia-se uma resposta minimamente firme à provocação e à ameaça, seja militar ou à mesa dos Negócios Estrangeiros. Nada disso. Fez-se ao mar o velhinho navio-patrulha, cortando mar a 12 nós. E veio o ministro Aguiar-Branco resumir tudo a uma "lógica de contra-ordenação ambiental".
Quando temos esta imensa ZEE da Madeira a ser guardada pelo mais velhinho navio-patrulha da Armada Portuguesa, com uma prontidão de 18 horas e a 250 quilómetros de distância das ilhas Selvagens; quando nem temos um comandante-piloto para levantar o helicóptero militar estacionado no Porto Santo, mas, por outro lado, damos-nos ao luxo de enviar aviões F-16 e o P3-Orion para missões no Báltico, um submarino ao serviço da Aliança, as fragatas a combater a pirataria no Mar Vermelho e as corvetas à conta das relações bilaterais e a dar formação às forças armadas nos PALOP's, é caso para perguntar: onde está a 'nossa' Defesa Nacional? The UN Security Council has unanimously passed a resolution that obstructs the flow of foreign terror fighters (Guardian) traveling to join militant causes. The resolution followed President Barack Obama's call, in his address to the UN General Assembly, for leaders to stand united in a global response to "dismantle networks of death." French President François Hollande joined in condemning jihadist groups in Iraq and Syria, denouncing thebeheading of a French tourist (France24) by an Algerian group with ties to ISIS. Meanwhile, a third night of U.S.-led airstrikes (Reuters) in Syria targeted ISIS-controlled oil refineries but did not prevent the group from advancing in Kurdish areas.
Analysis
"How realistic, really, is the vision of a broad multilateral conference among regional powers (presumably including Russia and Iran as well as Turkey, Saudi Arabia, the Gulf States, and Israel) to resolve differences over Syria? The administration, of course, is already grappling with these questions—and hopefully will deliver convincing answers to them after the bilateral meetings this week. For now, however, Obama has delivered the right –and crucial—message to his fellow delegates at the United Nations," writes CFR's Stewart Patrick."The Security Council should take on the growing foreign-fighter threat. But, as Mr. Obama acknowledged, adherence to the rule of law and human rights must be part of any counterterrorism strategy. Anything less would end up fueling more violent extremism," writes the New York Times.
"What the world hears Obama saying is that the U.S. will use force to avenge the deaths of two American journalists, but will stand by while 200,000 Syrians are slaughtered.
