    Borderlands: First Moves in Romania

    I arrived in Bucharest, Romania, the day after U.S. Vice President Joe Biden. U.S. Secretary of Defense Chuck Hagel will be here in a few weeks. The talk in Bucharest, not only among the leadership but also among the public, is about Ukraine. Concerns are palpable, and they are not only about the Russians. They are also about NATO, the European Union, the United States and whether they will all support Romania if it resists Russia. The other side of the equation, of course, is whether Romania will do the things it must do in order to make outside support effective. Biden left Romania with a sense that the United States is in the game. But this is not a region that trusts easily. The first step was easy. The rest become harder.



    If this little Cold War becomes significant, there are two European countries that matter the most: Poland and Romania. Poland, which I visit next, stands between Germany and Russia on the long, flat North European plain. Its population is about 38 million people. Romania, to the south, standing behind the Prut River and bisected by the Carpathian Mountains, has a population of about 20 million. Of the roughly 82 million people along the eastern frontier (Poland, Slovakia, Hungary, Romania, Bulgaria), approximately 58 million live in Poland and Romania. Biden's visit to Romania and U.S. President Barack Obama's planned visit to Poland provide a sense of how Washington looks at the region and, for the moment at least, the world. How all of this plays out is, of course, dependent on the Russians and the course of the Ukrainian crisis.

    Alleged CIA spy seeks retrial after Iran court slashes his sentence

    A United States citizen held in Iran since 2011 on spy charges has appealed for a retrial after an Iranian court quashed his earlier death sentence for espionage. Amir Mirzaei Hekmati, a former Marine born in the US state of Arizona, was arrested in August of 2011 in Iran and charged with carrying out a covert mission for the Central Intelligence Agency. In December of 2011, Hekmati appeared on Iranian state television andacknowledged that he was an operative of the CIA. He said in an interview that he had been trained “in languages and espionage” while in the US Army and that, in 2009, after nearly a decade of intelligence training, he was recruited by the CIA and specifically prepared to carry out what intelligence operatives sometimes refer to as a ‘dangling operation’ in Iran. The aim of the mission, said Hekmati, was to travel to Tehran, contact Iran’s Ministry of Intelligence and National Security, and pose as a genuine American defector wishing to supply the Iranians with inside information about American intelligence. His immediate task was to gain the trust of Iranian authorities by giving them some correct information in order to set the stage for a longer campaign of disinformation aimed at undermining a host of Iranian intelligence operations. In 2012, Hekmati was sentenced to death for spying. Members of his family, however, who live in Michigan, have continuously denied that he is an intelligence operative and maintain that he traveled to Iran to visit his grandparents. Their denials have been echoed by the government in Washington, which has denied employing Hekmati in any intelligence capacity. In March of 2012, the Supreme Court of Iran quashed Hekmati’s death sentence and ordered a retrial, calling his previous prosecution “incomplete”. At the retrial, Iran’s Revolutionary Court overturned Hekmati’s initial espionage conviction, charging him instead with “collaborating with a hostile government”. His original sentence was reduced to 10 years in prison. But Hekmati’s lawyer, Mahmoud Alizadeh Tabatabaei, told journalists on Sunday that his client would appeal even that sentence, thus seeking an immediate release from prison. Read more of this post

    NATO trial: More than just information gathering

    Intelligence, surveillance and reconnaissance (ISR) capability is crucial. "Unified Vision 2014" (UV14) is the biggest Joint ISR trial NATO has ever staged, with a multitude of ground sensors, surveillance balloons, jammer aircraft and land ISR assets deployed during this trial. UV14 is taking place in Norway from 18-28 May and aims to test NATO’s ability to gather information and fuse intelligence from multiple sources – from space, in the air, on land and at sea – at different stages of a crisis.

    UEFA AND EUROPOL STEP UP COOPERATION AGAINST MATCH-FIXING

    UEFA and the European Union's law enforcement agency, Europol, have signed a Memorandum of Understanding aimed at reinforcing the fight against match-fixing in European football.
    The memorandum was signed today at the House of European Football in Nyon by the President of UEFA, Michel Platini, and the Director of Europol, Rob Wainwright.
