France Dissolves Government
French president Francois Hollande dissolved the government on Monday, marking thesecond reshuffle (FT) of his beleaguered Socialist government in six months following an internal cabinet dispute over the direction of the country's stagnant economy. The move comes after the resignation of Prime Minister Manuel Valls (Guardian), who accused the outspoken economy minister, Arnaud Montebourg, of crossing a line with his blunt criticism (AFP) of the government's policies. France, with an unemployment rate of roughly ten percent and virtually no growth, is under heavy pressure from the European Union (France24) to adopt austerity measures in order to kick-start its growth.
Analysis
"More and more, however, France's crisis is about the presidential system of government and the Fifth Republic itself," writes the Financial Times."It is possible to argue, as Paul Krugman has been doing lately, that the French crisis is overstated, even by the French, and that the top-heavy French state—which we are all supposed to sneer at and mock as we drive around in our Cadillacs—is actually performing pretty well through the crisis, at least as well as the grimly austere one of Britain," writes Adam Gopnick for the New Yorker.
"Polls suggest that Mr Sarkozy would beat Mr Hollande if a run-off between them were held today—and do better that Mr Hollande against the National Front's Marine Le Pen were she the rival second-round candidate," writes the Economist.

Russian Aid Convoy Crosses Into Ukraine
Russia sent dozens of aid trucks into rebel-held eastern Ukraine on Friday without Kiev's approval (AP), triggering the Ukrainian government to declare the move a "direct invasion" on Friday. The trucks carrying food, water, and other supplies were intended for civilians in the city of Luhansk, where intense fighting has continued between government forces and pro-Russian separatists (Reuters), cutting off power, water and phone lines. The United States and European allies have warned that any crossing of the border by Russian military vehicles would be considered an invasion (NYT).
Analysis
"Central to Berlin's diplomatic offensive is the view that outright defeat for Putin's proxies in eastern Ukraine would provoke an unpredictable reaction from the Kremlin that could take the crisis to a dangerous new level," write Noah Barkin and Richard Balmforth for Reuters."Any discussion that leads to a shred of success for Mr. Putin's nonlinear war would encourage the use of such tactics again. Mr. Putin must be shown that it does not work and that the West has the fortitude to block his subterfuge," writes the Washington Post.
"Moscow's humanitarian convoy is thus not a piece of a larger, thought-through play, but a gambit—a way for Mr Putin to regain the initiative in the crisis and to shift the conversation from questions over who shot down the Malaysia Airlines jet in July to the genuinely awful humanitarian situation in the east," writes the Economist.

Failed Nazi spy mission in UK ‘was sabotaged by German dissidents’
A new book authored by a German historian argues that a botched Nazi spy mission in World War II-era Britain was deliberately sabotaged by anti-Nazi intelligence officials within the ranks of the Third Reich. In 1940, Adolf Hitler was actively laying the groundwork for Operation SEA LION, Nazi Germany’s plan to invade the United Kingdom. In preparation for the invasion, the German leadership authorized the Hamburg bureau of the Abwehr, Nazi Germany’s military intelligence agency, to send into Britain a group of Nazi spies tasked with helping pave the way for the invasion. In September of 1940, a dozen Nazi intelligence operatives entered Britain during nighttime infiltration missions, some by parachute, and some by small inflatable boats. They had ostensibly been selected for the mission based on their ability to assimilate into British society. But Operation LENA, as the Abwehr codenamed the project, ended in abject failure. The near-comical behavior of the Nazi spies led to all of them getting arrested by British authorities within weeks. Some were detained after locals reported that they spoke English with heavy foreign accents. Nearly all of them lacked basic understanding of even the simplest British customs: indicatively, two of the spies were arrested in Scotland when they were found cycling on the wrong side of the road. Others were caught carrying German sausages and other continental consumer items among their personal belongings. The mainstream historical explanation of Operation LENA’s utter failure coincides with a British wartime report, which attributes it on the Nazi spies’ “own stupidity”. But a new book published this summer by German historian Monika Siedentopf, argues that LENA had been compromised from the very beginning by anti-Nazi officials inside Germany’s military intelligence community. The book, published in German by DTV Premium, is titled Unternehmen Seelöwe: Widerstand im deutschen Geheimdienst —in English, Operation Sea Lion: Resistance Inside German Intelligence. It is based on Siedentopf’s six-year study of material in the German National Archives, as well as in the personal wartime archives of senior German intelligence officers. She argues that Operation LENA stands out in its amateurism compared to other wartime infiltration operations by Germany’s Abwehr. And she concludes that LENA’s failure was not due to operational incompetence, but rather resulted from deliberate sabotage by a group of anti-Nazi intelligence officers. Read more of this post

This is a blatant breach of Russia’s international commitments, including those made recently in Berlin and Geneva, and a further violation of Ukraine’s sovereignty by Russia. It can only deepen the crisis in the region, which Russia itself has created and has continued to fuel. The disregard of international humanitarian principles raises further questions about whether the true purpose of the aid convoy is to support civilians or to resupply armed separatists. |
