    The NATO Secretary General, Mr. Jens Stoltenberg will meet the Prime Minister of Estonia, Mr. Taavi Rǒivas at NATO Headquarters, on Thursday, 23 April 2015.
    There will be no media opportunity.

    The Minister of Foreign Affairs of Australia, the Honourable Julie Bishop will visit NATO Headquarters on Friday, 24 April 2015. She will meet with the NATO Secretary General, Mr. Jens Stoltenberg and the North Atlantic Council.
    Still and video imagery from the meetings will be available on the NATO website.

    Following the meeting with the North Atlantic Council, Foreign Minister Bishop is expected to brief the media. Journalists wishing to cover this last event are asked to confirm attendance via email at MOC@hq.nato.int

    NATO and the Republic of Djibouti consolidate their cooperation

    NATO and the Republic of Djibouti have enhanced their cooperation, by concluding on 22 April 2015 an agreement to establish a NATO liaison office in Djibouti in support of the Alliance's counter piracy operation, Ocean Shield, in the Gulf of Aden. NATO Deputy Assistant Secretary General for Operations, Ambassador Francesca Tardioli, and the Republic of Djibouti's Minister of Foreign Affairs, H. E Mahmoud Ali Youssouf, signed the agreement.

    Criminal skimming gang using ‘ghost’ payment terminals dismantled in France

    French police (OCLCTIC)1 supported by Europol's European Cybercrime Centre (EC3) have arrested 18 members of a criminal gang who were illegally using modified, ’ghost’ point-of-sale (POS) terminals. The terminals were used to copy and store magnetic strip card data and confidential PIN codes, and then to steal at least EUR 3 million from victims’ accounts. Of the 18 arrestees, 12 were imprisoned after the final raids last week.
    The ghost POS terminals were modified by the criminal gang who skimmed and then cloned the cards of unsuspecting customers. The customers handed over their cards, thinking that they were making payments; however the fake devices were off-line and had never been connected to a bank payment network. Instead, the devices copied the customers’ card data, printed fake receipts for them and their cards were then cloned. Alternatively, the customers were not given a fake receipt but informed of a ‘connection error’. Their card was still skimmed and they were then asked for another means of payment.
    Forensic analysis of the devices has revealed a highly sophisticated crime. French investigators have disclosed the technical manipulation of the hardware and POS software which actually enables the use of POS as a ghost terminal and for data compromising.  
    The fake terminals were used in taxi cabs and discount stores to skim card data, and then fraudulent money withdrawals were later made using cloned cards in the Miami area of the United States, Dubai, and in Thailand.
    Head of Operations of the European Cybercrime Centre, Paul Gillen, said: “Criminals will continue to develop new methods for stealing our identities, money and ideas online, and we have to continue developing international operations such as this. The organised crime gang involved in this sophisticated electronic payment crime has been dismantled and brought to justice as a result of many months of hard work by police officers and prosecutors in France and in Europol’s EC3. Thanks to these actions, payment transactions in Europe and beyond are safer. We will continue to prioritise the fight against this type of technology-facilitated crime.”
    EC3 at Europol provided analytical support including on-the-spot assistance during the final arrests in France. Europol initiated the case at the end of 2013 and also organised a forensic experts’ coordination meeting and training session at its headquarters in The Hague in June 2014. EC3’s aim at this June session was to share knowledge and make Member States’ experts aware of, amongst others, the phenomenon of POS ‘ghost’ terminals.Experts learned about proactive techniques developed to examine equipment used by cybercriminal groups as well as the latest developments in the manipulation of payment devices and terminals.
    In addition, Europol’s information and analysis systems were used to exchange and cross-check intelligence received from EU Member States and non-EU countries that have operational agreements with Europol. This operation demonstrates the crucial role of the exchange of information and intelligence through Europol’s channels and the importance of international operational coordination.
    To reduce the risk of becoming a victim of this type of electronic crime, check your banking transactions regularly and immediately inform your bank of anything suspicious, which could also include a transaction not being debited from your account after you have used your card.

    A middle school in northern China has been likened to prison block after bars were installed on windows and balconies to deter pupils from jumping to their deaths, according to a newspaper report. The security measures have been taken at Hengshui No. 2 Middle School in Hebei province and were prompted after two pupils killed themselves jumping, apparently due to the pressure they felt to succeed academically, the Beijing Times reported. One died in October last year and the other last month, the report said.

    A new Illinois law is threatening parents who leave their children home alone if they are 13-years-old or younger. The new Illinois law states that parents who leave 13-year-olds home are guilty of neglect, and subject to arrest, as well as their children being taken away by police.     Remember the stagflation years? Maybe the current world economic environment is just in an enduring lethargy awaiting the bottom to fall out. Seldom has flat performance lingered as long as it has. Meaningful expansion, under a zero interest rate strategy has failed. Even much lower oil prices have not jump- started the engine of growth. Prospects for an upturn and a return to producing constructive activity still seem to be years away. Or is this a permanent outlook that baffles business executives and frustrates creative entrepreneurs. For the rest of us, waiting and hoping for a viable economy has become wishful thinking at best.
    'Legacy of War'

    As the world continues to engage in various commemorations in relation to World War I, Australia approaches the centenary anniversary of a defining event in the nation's history: ANZAC Day. On 25 April 1915, and for many days after, Australia suffered savage losses at Gallipoli in Turkey. Sometimes when we reflect on war, we talk about sacrifice for a good cause. Other times, we talk about the cost, in lives or liberties lost. Occasionally, we talk about the horror. Sometimes we talk about the gains, nationally or internationally, for freedom and democracy. And rarely, we analyse the causes of war and lament that one day we might end it.
