    Declara, com força obrigatória geral, a inconstitucionalidade da norma constante da alínea a) do nº 1 do artigo 6º da Lei nº 13/2003, de 21 de maio, na redação dada pelo Decreto-Lei nº 133/2012, de 27 de junho, na parte em que exige a cidadãos portugueses um período mínimo de um ano de residência legal em Portugal para poder aceder ao rendimento social de inserção; 

    declara, com força obrigatória geral, a inconstitucionalidade da norma constante do nº 4 do artigo 6º da Lei nº 13/2003, de 21 de maio, na redação dada pelo Decreto-Lei nº 133/2012, de 27 de junho, na parte em que estende o requisito de um período mínimo de um ano de residência legal em Portugal, previsto na alínea a) do nº 1 desse preceito legal, aos membros do agregado familiar do requerente de rendimento social de inserção.

    Iraque contra-ataca o Estado Islâmico

    É o maior revés sofrido pelo Estado Islâmico (EI) desde que tomou de assalto o Norte do Iraque no Verão passado: tropas iraquianas, com milícias xiitas apoiadas pelo Irão e combatentes sunitas conseguiram entrar em Tikrit esta semana e dominam já partes do bastião do EI. A reconquista da cidade abre caminho para uma investida em direcção a Mossul. Mas se o EI perde terreno no autoproclamado califado - também com os avanços das forças curdas no Noroeste do país -, os extremistas rompem fronteiras noutras latitudes e ganham presença na Líbia.

    A ofensiva das tropas governamentais iraquianas foi lançada no início do mês e conta com um contingente de cerca de mais de 23 mil homens, que «querem fazer as preces de sexta-feira no centro de Salahuddin», conforme afirmou Hisham al-Hashimi, conselheiro do Governo iraquiano sobre o EI, referindo-se à capital da província de Salahuddin, Tikrit. A cidade está a ser reconquistada pelas frentes norte, sul e oeste, rechaçando os terroristas para o centro de Tikrit. 


    A capital de Salahuddin tinha sido tomada de assalto em Junho pelo EI, que neutralizou soldados iraquianos, na sua maioria xiitas. Na altura, foram executados centenas de militares, com o apoio de líderes das tribos sunitas. A integração de sunitas nas forças que agora tentam repelir o EI serve para apaziguar ódios religiosos e minimizar represálias contra populações sunitas - no entanto já houve retaliações em áreas reconquistadas.

    O actual contingente que cerca Tikrit engloba mais de 3.000 soldados governamentais, 20 mil milicianos xiitas da Mobilização Popular e os combatentes sunitas. Se houver retaliação em larga escala contra civis sunitas, teme-se que a operação de manter Tikrit sob controlo governamental possa ficar comprometida, assim como quaisquer esperanças de estabilização. 

    A coligação liderada pelos Estados Unidos não contribuiu para a iminente perda de Tikrit - cidade onde nasceu o ditador iraquiano Saddam Hussein. Não houve apoio dos raides aéreos porque o Governo iraquiano não pediu ajuda nesta ofensiva. Os bombardeamentos da coligação concentram-se, sim, em Kirkuk (a cerca de 100 km a nordeste de Tikrit), em apoio ao avanço dos peshmerga, guerrilheiros curdos. 

    Entre Bagdade, 180 km a sul, e Mossul, 220 km a norte, a reconquista de Tikrit estabelece uma base para incursões em território dominado pelo EI. Mossul é a maior cidade controlada pelos extremistas e prevê-se que a ofensiva das tropas iraquianas possa começar em Abril. Para travar o avanço inimigo, o EI já começou a destruir pontes e 'plantou' mais de 180 mil engenhos explosivos em Tikrit e arredores.

    Ao mesmo tempo que Tikrit 'caía', somavam-se atentados suicidas a oeste, em Ramadi, capital da província de Anbar, e ataques com morteiros. E o EI divulgava mais um vídeo de execução sumária: deste vez, uma criança que terá pouco mais de 10 anos a matar um rapaz de 19 com um tiro na cabeça. A 'cria' do EI disparou contra o que os terroristas apelidaram de espião israelita. O adolescente Muhammad Musallam, árabe israelita, tinha fugido há quatro meses de Jerusalém para integrar as fileiras do EI. Os pais do jovem negaram que ele trabalhasse para a Mossad e explicaram que o filho queria voltar para casa, o que terá motivado a execução. 

    Da Líbia, más notícias

    Se no Iraque o EI enfrenta ataques sem precedentes, na Líbia os islamistas encontraram terreno fértil e dominam várias cidades do país, como Sirte - de onde foram raptados os 21 egípcios cristãos recentemente degolados junto ao Mediterrâneo.

    Na semana passada ocorreu outro sequestro: o de nove trabalhadores estrangeiros no campo petrolífero de al-Ghani, 750 km a sudeste de Trípoli. Relatos de sobreviventes indicam que membros do EI decapitaram os guardas e levaram dois cidadãos do Bangladesh, quatro filipinos, um austríaco, um checo e um ganês. 

    Já tiveram de ser encerrados campos petrolíferos no Leste do país por razões de segurança e a produção foi interrompida em 11 campos na região de Sirte - mais um golpe a afectar as exportações de crude e a fazer adivinhar o colapso da economia líbia.

    Ontem, um atentado bombista no centro de Trípoli, junto a uma esquadra, feriu um polícia - e confirmou a impunidade com que se move o EI naquele país. O Egipto já tinha pedido à coligação que alargasse as operações para abranger a Líbia. (Sol)

The patient, a 21-year-old whose name is being withheld for ethical reasons, underwent the procedure on December 11, 2014.     U.S. Vice President Joe Biden spoke with Ukrainian President Petro Poroshenko by phone Saturday to discuss U.S. military aid to Ukrainian fighters and to call on Russian-backed fighters to adhere to a ceasefire agreement, according to U.S. and Ukrainian government statements. Both leaders urged Russia and separatists in eastern Ukraine to abide by the terms of the Minsk agreements adopted in September and February, the White House said in a statement. The agreement, brokered by German Chancellor Angela Merkel and French President Francois Hollande, calls for withdrawal of heavy artillery from war zones, a prisoner exchange and full access to the conflict site by monitors of the Organization for Security and Cooperation of Europe.

But recently, the Minnesota Supreme Court ruled that a person should not expect privacy when it comes to the contents of a garbage container.
