    Air Force seeks more flight hours to recover from 2013 stand down

    The Air Force is asking for a small increase in its flight hours as it still tries to dig itself out of a readiness hole dating back to a stand down of combat squadrons in 2013. Seventeen combat squadrons were forced to stand down for three months, while additional squadrons faced reduced flying hours as a result of sequestration in 2013. More than 44,000 flying hours were cut.

    MPs urge UK to step up fight against jihadists

    Press release - Fair trials for children: MEPs amend rules to establish strong EU-wide standards - Committee on Civil Liberties, Justice and Home Affairs

    Draft EU rules to ensure that children suspected or accused of a crime are assisted by a lawyer at all stages of criminal proceedings in any EU country were approved by the Civil Liberties Committee on Thursday. MEPs also made sure that children will be individually assessed by qualified staff, can be heard and state their views in a trial and are kept separate from adult inmates, even, in some cases, after they are 18 years old.

    Briefing - 'Monti' Group's first assessment of EU own resources

    The 'own resources' system, which ensures the financing of EU policies, has advantages such as reliability in providing the necessary resources, but has also attracted a number of criticisms, not least for its complexity and lack of real financial autonomy. The European Parliament (EP), which has little say in the design of the system, has long pushed for its reform. The aim is not to increase the size of the EU budget, but to focus it on issues of European common interest and to tap its full economic potential. However, the relevant decision-making process (unanimity and ratification by all Member States) represents a significant obstacle to reform. As part of the deal on the EU's Multiannual Financial Framework (MFF) for 2014-20, the EP, the Council and the European Commission have created a high-level group (HLG) on own resources. For the first time, an inter-institutional forum is tasked with a thorough review of the system. In December 2014, the HLG, chaired by Mario Monti, presented its first assessment report, which looks at the key features of the system and at recent reform attempts. In addition, the HLG sketches out the methodological approach that will guide its work, noting that the viability of reform recommendations will depend not only on the economic soundness of the proposals but also on careful consideration of the institutional and political aspects of the reform process. In 2016, the HLG will present the final outcome of its analysis, which national parliaments are expected to assess. The same year, in parallel with the planned review of the 2014-20 MFF, the Commission will examine whether the outcome of the work justifies new initiatives in the field of own resources, with possible reform of the financing of the EU budget for the period covered by the next MFF.

    JURI Workshop: CIVIL LAW AND JUSTICE FORUM with the participation of National Parliaments "Cross-border activities in the EU - Making life easier for citizens"

    As in 2011 and 2013, the Committee on Legal Affairs will hold a workshop on civil law with the participation of national parliaments. The focus for this edition will be on private international law: 'Cross-border activities in the EU - Making life easier for citizens'. The workshop will be organised by DG IPOL's Policy Department C and will take place on 26 February 2015.
    The workshop will bring Members of the European Parliament and members of the 28 national parliaments together with around a dozen experts, practitioners and academics.The three sessions of the workshop will be entitled 'less paperwork for mobile citizens', 'cross border families and families crossing borders', and 'business and consumer concerns'.
    Private international law aims to deal with the cross-border aspects of all questions related to relationships between private persons, such as family law, property law and the law of contract. Legislation in this complex field covers areas as varied as family law and sales law, but also procedural law which was until recently an exclusive prerogative of the Member States.
    It is crucial that Members of the European Parliament and members of national parliaments interact when it comes to legislation in this area. This workshop is intended to facilitate the exchange of views on policies in the field of civil justice on the basis of the contributions of eminent experts, be they academics or practitioners.
