    ASSESSORES MILITARES PORTUGUESES RECONHECIDOS POR EXÉRCITO AFEGÃO

    O acto de agradecimento por parte do Exército Afegão e da 111ª Capital Division (CapDiv), aos assessores do 8º Contingente Nacional na International Security Assistance Force (ISAF) teve lugar no passado dia 02 de Novembro, nas instalações da Capital Division.

    O Comandante da Divisão, Tenente-general Qadam Shah Shahim, proferiu um discurso enaltecendo os trabalhos de tutoria e assessoria dos vários Contingentes Nacionais junto da 111ªCapDiv, realizados nos últimos 4 anos.

    Seguiu-se a entrega dos diplomas de apreço aos assessores portugueses, um, exarado pelo Chefe de Estado-Maior do Exército do Afeganistão, General Karimi, e o outro pelo Comandante da 111ªCapDiv, Tenente-general Qadam Shah Shahim. (EMGFA)

    Defesa e Forças Armadas com corte de 1,2 milhões em pessoal

    As leis orgânicas da Defesa Nacional, do Estado-Maior das Forças Armadas e dos ramos militares foram aprovadas esta quarta-feira em Conselho de Ministros. Os diplomas prevêem um corte de 1,2 milhões de euros por ano em despesas com pessoal. 

    Os diplomas foram aprovados no âmbito da reforma Defesa 2020, alterando a estrutura de cargos dirigentes, superiores e intermédios que a secretária de Estado Adjunta e da Defesa Nacional estima representarem uma poupança anual significativa: «Com a alteração ao nível de quem ocupa os lugares e com a redução de 11 por cento nos lugares de chefia, conduz-nos a uma redução de 1,2 milhões de euros por ano», disse a secretária de Estado, no final da reunião do Conselho de Ministros, citada pela Lusa. 

    Esses 11% referem-se a menos 12 lugares de cargos de primeiro nível, e determinados lugares passam a ser ocupados por postos inferiores. 

    Por exemplo, na Marinha, cargos ocupados até hoje por majores generais e contra-almirantes que passam a ser ocupados por comodoros e, na Força Aérea e no Exército, por brigadeiros generais. 

    Os diplomas prevêem uma redução de 75 unidades das actuais 168 do dispositivo territorial do Exército, e a «disponibilização de 57 imóveis para rentabilização». 

    De acordo com a secretária de Estado, a lei orgânica da Marinha passa a estipular a separação da Autoridade Marítima Nacional da estrutura da Marinha, mantendo-se como «elo comum» o almirante chefe do Estado-Maior da Armada à frente do ramo e da Autoridade Marítima. O objectivo, disse, é «garantir a disponibilização de recursos humanos e materiais para as missões da Autoridade Marítima Nacional». 

    Na Força Aérea, prevê-se igualmente a separação entre o ramo e a Autoridade Aeronáutica Nacional. A Lei Orgânica do Estado-Maior General das Forças Armadas incorpora as alterações aprovadas em Julho e Agosto passados à Lei Orgânica de Bases da Organização das Forças Armadas, atribuindo mais competências ao Chefe do Estado-Maior General das Forças Armadas. 

    O general CEMGFA é o «responsável pelo planeamento e implementação da estratégia militar operacional, tendo na sua dependência hierárquica os chefes de Estado-Maior dos ramos» para a «prontidão, emprego e sustentação de forças e meios», segundo o comunicado do Conselho de Ministros. 

    Entre as novas competências do CEMGFA destacam-se a responsabilidade de «garantir o funcionamento» da saúde e do ensino militar. 

    Questionada sobre a revisão do Estatuto dos Militares das Forças Armadas, Berta Cabral disse que o diploma «está a ser trabalhado» nos ramos e no ministério da Defesa, adiantando que «em breve» estará em condições de ser aprovado no Conselho de Ministros. 

    Os diplomas aprovados hoje «concluem a segunda fase da reforma Defesa 2020», aprovada em Abril de 2013, que estipula um orçamento para a Defesa Nacional de 1,1 por cento do PIB e uma redução de efectivos para 30 a 32 mil até 2020. (Fonte: TVI 24)



    Navio hidrográfico russo detectado na Zona Económica Exclusiva Portuguesa

    Um navio hidrográfico russo foi detectado na terça-feira na Zona Económica Exclusiva (ZEE) portuguesa, em águas internacionais, anunciou hoje o ministro da Defesa português, José Pedro Aguiar-Branco.

    O navio foi detectado, identificado e escoltado para fora da ZEE portuguesa durante a noite de terça para quarta-feira, tendo ficado fora dessa zona hoje de manhã, acrescentou o ministro.

    "A missão foi cumprida durante a noite e até à manhã de hoje", precisou.

    Segundo Aguiar-Branco, o navio foi identificado e escoltado por uma corveta da Marinha Portuguesa que zarpou de Faro e efectuou um trajecto para norte. (Agência Lusa)
