    Chefe do Estado-Maior-General das Forças Armadas agradece cooperação do Município da Guarda

    O Chefe do Estado-Maior-General das Forças Armadas (CEMGFA), general Artur Pina Monteiro, enviou uma “referência elogiosa” à Câmara Municipal da Guarda e às gentes da Beira pela forma como decorreram, na cidade da Guarda, as comemorações do 10 de Junho, Dia de Portugal, de Camões e das Comunidades Portuguesas.

    Na missiva o CEMGFA agradece publicamente e reconhece “a singular e excepcional colaboração verificada entre as Forças Armadas e o Município da Guarda”. 

    Artur Pina Monteiro lembra que as Forças Armadas disponibilizaram um elevado número de efectivos para a Cerimónia Militar e ergueram no Parque Urbano do Rio Diz as Actividades Militares Complementares. 
    “Também quero neste momento, como Homem da Beira, agradecer a forma amiga e solidária como as Forças Armadas foram acolhidas e apoiadas, desde o dia 2 ao dia 13 de Junho, tendo recebido os mais rasgados elogios, e sentido a forma calorosa e muito amiga como os militares foram recebidos e incentivados”, escreve o CEMGFA.

    Artur Pina Monteiro tem também uma palavra de agradecimento e de apreço “a todos os organismos, instituições e Forças de Segurança, sediados no distrito da Guarda que durante toda a fase de planeamento e durante as comemorações, contribuíram para o desenrolar das tarefas específicas das Forças Armadas e que, em todos os momentos, foram excelentes conselheiros e colaboradores, sempre com o objectivo presente de apoiar a cidade da Guarda e as suas gentes”. 

    O CEMGFA, também enaltece a visão, a disponibilidade e a cuidada supervisão desenvolvida presidente da Câmara Municipal da Guarda, Álvaro Amaro, “que com grande elevação humana permitiu uma dinâmica muito específica e um desempenho singular, garantindo que o Dia de Portugal, de Camões e das Comunidades Portuguesas resultasse em honra e lustre para as Forças Armadas e para Portugal”.     Exército vai criar Regimento de Emergência em Abrantes

    O quartel militar de S. Lourenço, em Abrantes, onde nos últimos anos esteve instalada a Escola Prática de Cavalaria (EPC) vai acolher ainda durante este ano o novo Regimento Militar de Apoio e Emergência do Exército Português.

    O novo regimento vai ser uma força militar de apoio civil, ou seja, uma unidade para prestar apoio às populações em caso de catástrofes, ou à Protecção Civil, sempre que seja accionado para um qualquer teatro de operações em qualquer ponto do país.


    Para lá da estrutura base, vai ter ainda uma companhia de engenharia, uma companhia de reabastecimento e serviços e um hospital de campanha.

    Ao que Rede Regional conseguiu apurar, o novo regimento está em fase de criação através de um pacote legislativo no Ministério da Defesa que deverá ainda ser publicado em Diário da Republica, sendo depois a sua activação da responsabilidade do Chefe do Estado Maior do Exército.

    Embora o regimento ainda não esteja oficialmente criado, já está em curso o concurso público para levar a cabo um conjunto de obras nas instalações militares, e que passam pela renovação as infraestruturas básicas, pela requalificação de casernas no sentido de dar melhores condições de habitabilidade aos militares, e ainda a construção de um hangar que possa acolher todo o material da nova estrutura.  (RR)

    VALENÇA EVOCA O CENTENÁRIO DA 1ª GUERRA MUNDIAL

    Valença evoca o Centenário da 1ª Guerra Mundial, com mostra de viaturas militares na Fortaleza, concerto da Banda Militar do Porto, a exposição “1ª Guerra Mundial – Valencianos nas Trincheiras” e a “Operação Fortaleza”.

    As comemorações começam sábado, 26 de Julho, com uma mostra de viaturas pandur do Exército Português, nas Portas do Sol, entre as 10h e as 24h00. Uma mostra que pode ser visitada, ainda, no domingo entre as 9h e as 18h00.

    O Núcleo Museológico vai receber a exposição “1ª Guerra Mundial – Valencianos nas Trincheiras”, com inauguração marcada para as 21h00 de sexta-feira. Uma exposição que estará patente ao público, até 30 de Novembro.

    As comemorações contam, também, um concerto da Banda Militar do Porto, sábado, 27 de Julho, às 22h00, na Coroada – Fortaleza. Valença com larga tradição de bandas militares, desde 1927, com a desactivação da estrutura militar local, nunca mais tinha recebido uma banda do Exercito Português. Um concerto que se espera com grande expectativa, sob direcção musical do Capitão Alexandre Coelho. No âmbito do concerto o ex-Combatente, Major Alberto Pereira de Castro, deixará o seu testemunho com o tema “Da Crueldade da Guerra ao Compromisso das Gerações”.

    Um fim de semana enriquecido com a “Operação Fortaleza de Valença”, com actividades e airsoft, rapel e uma reencenação histórica.

    Para Jorge Salgueiro Mendes, Presidente da Câmara Municipal “Com esta iniciativa Valença regressa ao passado quer com a actuação da Banda Militar, quer com o testemunho e exposição alusivas à 1ª Guerra Mundial. Além de recordar um período da história, é também o momento para homenagear as mais de duas centenas de valencianos que integraram o Corpo Expedicionário Português e, muitos deles, não voltaram a casa”.     Gaming Israel and Palestine

    We have long argued that the Arab-Israeli conflict is inherently insoluble. Now, for the third time in recent years, a war is being fought in Gaza. The Palestinians are firing rockets into Israel with minimal effect. The Israelis are carrying out a broader operation to seal tunnels along the Gaza-Israel boundary. Like the previous wars, the current one will settle nothing. The Israelis want to destroy Hamas' rockets. They can do so only if they occupy Gaza and remain there for an extended period while engineers search for tunnels and bunkers throughout the territory. This would generate Israeli casualties from Hamas guerrillas fighting on their own turf with no room for retreat. So Hamas will continue to launch rockets, but between the extreme inaccuracy of the rockets and Israel's Iron Dome defense system, the group will inflict little damage to the Israelis.

    War Without a Military Outcome

    The most interesting aspect of this war is that both sides apparently found it necessary, despite knowing it would have no definitive military outcome. The kidnapping and killing of three Israeli teenagers followed by the incineration of a Palestinian boy triggered this conflict. An argument of infinite regression always rages as to the original sin: Who committed the first crime?

    Did South African spy services kill Swedish prime minister in 1986?

    The usually tranquil waters of Swedish national politics were stirred violently on February 28, 1986, when the country’s Prime Minister, Olof Palme, was shot dead. He was walking home from the cinema with his wife when he was gunned down by a single assassin who shot him from behind in Stockholm’s central street of Sveavägen. Following the 1988 acquittal of Christer Pettersson, who had been initially convicted of the assassination, several theories have been floating around, but the crime remains unsolved to this day. Now the BBC has aired an investigation into the incident, which revisits what some say is the most credible theory behind the killing: that Palme was targeted by the government of apartheid-era South Africa because of his strong support for the African National Congress (ANC). Palme was among the leading figures of the left wing in Sweden’s Social Democratic Party. He had served as Prime Minister from 1969 to 1976, and was reelected in 1982 on a left-wing program of “revolutionary reform” that included expanding the role of the trade unions and increasing progressive taxation rates. He was also a strong international opponent of South Africa’s apartheid system and under his leadership Sweden became the most ardent supporter of the ANC. By the mid-1980s, the country was providing nearly half of the ANC’s political funding. Swedish authorities viewed South African intelligence, especially the apartheid system’s State Security Bureau (BOSS), as the primary suspect in Palme’s assassination. In 2010, Tommy Lindström, former Director of the Swedish Police Service (Rikskriminalpolisen), said he was certain of the South African government’s complicity in Palme’s murder. After the end of apartheid, several South African former security officials said elements within the country’s intelligence services had authorized the assassination of the Swedish leader. But investigations by Swedish authorities remain inconclusive. Now the BBC’s security correspondent, Gordon Correra, has produced an investigation into the claims of South African complicity behind Palme’s murder. The investigation was aired on Monday by Document, an investigative program on BBC’s Radio 4 station. It is based on nearly 30 boxes of documents on the Palme assassination, found in the personal archive of the late Swedish author Stieg Larsson. Though known today primarily for his Millennium series, Larsson worked for most of his professional life as an investigative journalist specializing on the activities of the Swedish far-right. One of the documents in Larsson’s archive mentions Bertil Wedin, an anti-communist Swedish journalist, as “the middle man in the assassination” of Palme. Correra talks to several sources, including British investigative journalist Duncan Campbell, who in 1988 alleged that the British security services had been aware of plots by Pretoria to kill Palme. Read more of this post

    The United States and European Union agreed to impose the toughest sanctions on Russia yet (EUobserver), with leaders saying Moscow had not done enough to defuse tensions in eastern Ukraine. Brussels is poised to announce restrictions on Russia's finance, oil, and defense industries, with Washington expected to follow suit shortly after (WSJ), whileEuropean firms warned they would take a financial hit (FT). Meanwhile, the United States accused Russia of violating a 1987 arms-control treaty by testing a ground-launched cruise missile (NYT).
    Analysis
    "The West's incremental approach to economic sanctions is working and will have a profound effect on the Russian economy, but it will take time. In the same instance, the political pressures to act credibly and decisively have grown. The disconnect between economic and political timelines calls for a reassessment, with an eye to policies that produce more visible, immediate costs for Russia," writes CFR's Robert Kahn in Fortune.
    "The [EU] bloc's security may actually benefit from the ongoing instability in cases such as Ukraine, Mali and even Syria. The longer these conflicts absorb the energies of potential foes, ranging from Russian President Vladimir Putin to various Islamist radical groups, the less likely they are to menace the EU directly. Europeans have little or no appetite to get involved in these wars, leading critics to grumble that they refuse to fight for their interests. But it may be in Europe's interest to let others keep fighting," writes Richard Gowan inWorld Politics Review.
    "Politically, Russia already posits itself as a go-to country for all those unhappy with U.S. global dominance. These countries are watching Russia's confrontation with the United States with keen interest, and are making conclusions for themselves. In particular, they look at what a country like Russia can get away with, and what cost it has to bear for that," writes Dmitri Trenin in the National Interest.

    China Probes Former Security Chief for Graft
    Beijing has launched a corruption investigation of former domestic security chief Zhou Yongkang, state media reported on Tuesday. The former politburo member is the most senior Chinese politician to be investigated for graft (Reuters).
    CHINA: Military exercises over the East China Sea are causing flight delays and cancelations in Shanghai and other eastern airports (SCMP).
     
    SOUTH AND CENTRAL ASIA
    Karzai's Cousin Killed in Afghan Suicide Attack
    Hashmat Karzai, a cousin of Afghan president Hamid Karzai, was assassinated in a suicide attack on Tuesday (BBC). A power broker in the southern province of Kandahar, Karzai was a leading member of Ashraf Ghani's presidential campaign (WSJ).
    INDIA: U.S. secretary of state John Kerry urged India to embrace free trade (Hindu) in a Washington speech on Monday, ahead of a three-day visit to New Delhi this week (Times of India).
     
    MIDDLE EAST
    Israel Strikes Hamas Leader, Gaza Power Plant
    Israeli air strikes on Tuesday hit the home of Hamas' top political leader in Gaza, Ismail Haniyeh, and set the enclave's sole power plant ablaze (Ma'an), a day after Israeli prime minister Benjamin Netanyahu called for the internationally supervised demilitzarization of Gaza (Haaretz).
    Conflict in Gaza will complicate Iranian nuclear negotiations, writes Dalia Dassa Kaye inForeign Affairs.
    IRAQ: A U.S. judge late Monday ordered the seizure of more than $100 million of Kurdish oil aboard a tanker off Galveston, Texas (Bloomberg). The Iraqi oil ministry claims the semiautonomous Kurdistan Regional Government illegally exported the crude through Turkey.
     
    AFRICA
    South African Metal-Workers End Strike
    Members of South Africa's largest union who work in metals and engineering ended a four-week strike on Monday after employers offered up to a 10 percent wage increase each year for three years (Mail & Guardian). The stoppage raised concerns of a recession (FT).
    CAMEROON: Cameroon deployed troops to the country's north following high-profile attacks and abductions by the Nigeria-based militant group Boko Haram (Deutsche Welle).

    EUROPE
    Georgian Ex-President Indicted
    Georgian prosecutors on Monday filed criminal charges against former president Mikheil Saakashvili for abuse of power (NYT), accusing him of using excessive force to suppress protests in 2007. Western officials have expressed concern that prosecutions against former officials in his administration are politically motivated.
